Cinefx (http://www.cinefx.org/cinefx/). The website says "Cinefx is an offline editing and visual effectstool that allows you to work with any file format in real time on your desktop. Just drag and drop your files into the Cinefx and your are on your way to tkaing over Hollywood!" (Haha, I liked the last sentence).
I'll do some more looking and let you know what I find.
